Laikipia assembly rejects Punguza Mizigo bill

Laikipia County Assembly on Wednesday joined the growing list of assemblies that have rejected the Punguza Mizigo bill fronted by Thirdway Alliance.

The members unanimously rejected the bill by former Presidential candidate Ekuru Aukot that was tabled by leader of majority Peter Thomi, intended to amend the 2010 Constitution citing various reasons ranging from increased corruption to under representation among others.

Member Mutahi Muritu (Tigithi) said that if the proposal to adopt a single seven year term for the presidency was passed, it would give room for the incumbent to vie again under the new dispensation.

“You remember when the former president Moi said if the Constitution was to be amended, people should forget the 14 years he had ruled the country as he would start his term afresh and he went on to serve for 10 years thereafter,” recalled Mutahi.

He noted that the same case would apply if the Constitution was amended and give President Uhuru Kenyatta a chance to contest in the year 2022.

Igwamiti ward MCA Joseph Kiguru argued that if some wards and constituencies were to be scrapped, some people would be disadvantaged as they would be under-represented.

“A ward like Igwamiti has more than 40, 000 registered voters meaning that it has more registered voters than some constituencies in Lamu County,” said Kiguru.

Zamzam Salma (nominated) from Laikipia North constituency argued that people from the area would feel “cheated” if proposals by the bill were adopted as the constituency would be scrapped to a single one for the whole county.

Some of the proposals by Thirdway Alliance party is reduction of the number of Members of Parliament from 416 to 147.

Others were to have the Senate elevated to be an upper House to ensure that the National Assembly is checked and over-sighted.
